Elastic at the waist with a nice bit of stretch. 2 small belt loops also at the waist but the belt is no longer attached to the garment. Skirt features a tropical print with a purple, pink, and blue color palette. Dress is sheer. Please note: there is the slightest bit of discoloration on the skirt. Please check photos provided. Light
